Sorry for the confusion.
Those packages should not have gone to EPEL testing, and will be removed soon.
But yes, openstack-sahara-2014.1.0-3 is the latest available in the RDO repos.

openstack-sahara-2014.1.0-11.el6 is currently in testing and will go out today
The current version being tested is at:
