I don't see this happening in my RDO AIO env. on EL7.

Also, you've not mentioned what packages you're using, version details
etc (apart from saying "installing RDO"). That said, I see an old
workdarounds page here[1]. Not sure if it still applies, but it asks you
rerun `packstack` with the _same_ previous answers file. It depends on
your test environment if that advice still applies or not.
