FYI.. 
The rdo-ci team has a few of the most basic icehouse installs setup in
our CI system, it may help to see the install console output and logs
from those runs.

The results are public and available here [1]. 
To view the console output of a job, click on the name -> build number
-> Console Output.  You can also download the log files and view the
tempest test results for each job.

Scenarios:
RHEL, CentOS, and Fedora AIO configuration
RHEL, Fedora OVS Multinode configuration
