There was an issue in upstream backporting process when a patch that
introduced that new dependency sneaked into upstream Icehouse stable
branch.
The issue was mentioned in release notes:

The patch that introduced that runtime dependency was reverted in
upstream and will be released for the next (2014.1.4) Icehouse release.
