[Rdo-list] instance can't connect to neutron

Revisiting this issue, I see there is a bug report 
https://bugs.launchpad.net/nova/+bug/1251784, which is supposed to be 
fixed.
Is the fix not in the RDO rpms, or do I misconfigure anything? Any 
suggestions where to debug it?
