After setting FOREMAN_PROVISIONING=false and running foreman_server.sh with the default versions of Puppet (3.5) and Foreman (1.5) everything installed and the "Host groups" in the "Configure" section are now populated.

I’d like to use provisioning (DHCP, DNS and PXE) and everything suggests it should be possible so it looks like a bug.
