[Rdo-list] [package announce] Updated foreman installer

RDO Havana provides the foreman openstack installer for EL6 derivatives,
and this has been updated to version 0.0.20 which includes:

- Add support for either neutron or nova networking hostgroups.
- Add Cinder, Heat, Ceilometer to Quickstack
- Initial Load Balanced api support
- Initial clustered mysql nodes (pacemaker cluster)
- Set puppet data type in seeds.rb

Associated documentation for the foreman installer will
be extensively updated over the next while.

Also theforeman 1.3 was released recently, and that is
the version now referenced and used by this installer.
