I re-ran an installation with a yum updated/rebooted RDO VM. packstack --allinone, then logged in as 'demo' to horizon and created a VM. Everything worked. Apparently I have the magic test VM. I don't hit the "dhcp enabled on public" issue because horizon passes the --nic net-id stuff to make sure that the VM doesn't attach an interface to the public network, thereby spawning the dhcp stuff that is enabled on it. None of my configs have ovs_use_veth and it *still* works perfectly on my machine--which it seems like shouldn't be possible. But it is. Yum repos installed:
