Horizon should be deployed by default for an overcloud deployment[0].  For the undercloud, the tripleo ui used to be enabled by default but was switched to clean up the tripleo ui when enabled[1] to handle upgrades.

The TripleO Ui was installed by default on the Rocky release as described in the install manual.
Unfortunately my Openstack expertise is not at a level to properly troubleshoot such events but a "podman container list" does not list a horizon container.
