To answer your quick question, yes, it is possible to install on CentOS 7 with Rocky release and 4 bare metal machines (undercloud, controller, compute, storage).

However, we'll need a bit more information to narrow down the potential issues. I highly recommend a fresh, fully upgraded version of CentOS 7 to eliminate any issues that may have been resolved due to OS, then follow the install steps on tripleo.org and upload your installation logs here so we can dig deeper. There could be something wrong on above document as in the last two months there could have been some changes in TripleO or Infrared that brokes it. I know what you are speaking about as I borrowed this document by reverse ingegnering a Jenkins CI job and putting toghether with info I received during my training.

+1 please provide the logs and/or details of the error, and also the
undercloud.conf you're using, information about the physical network
configuration, along with exact details of the repos you have enabled.

Then we can hopefully help figure out what is going wrong.
