Let me check, but I did a poc with tripleo quickstart and horizon was not installed by default. It had to be added to the list of components installed for the overcloud.
Let me check my notes but it's worth looking at on your side.

After a successful undercloud installation that went without issues as far as I can tell I am trying to reach the TripleO UI with a 503 Service Unavailable error. I have been unable to track down any network/firewall issues.
I am using the stein release on a Centos 7.6.1810.
