Seems like the default cirros image that packstack --allinone sets up had something wrong with it.  I deleted the stock cirros and downloaded the latest and created a new cirros image based on that.  Using the new image I was able to launch a test cirros instance and I can see the console.  Thanks for your help!  For my next trick I want to put some instances online and have them be bridged from the host.

Sounds like something is off with cinder backend disk provisioning or maybe cinder-scheduler is borked. There should be more concrete info in /var/log/cinder/scheduler.log & if you used LVM backend you might want to check lvm.log too.

Any clues on how to fix or debug this further?
