It failed because loading docker's driver failed . I think this is my fault as I installed the driver as root and thus it has been installed in the wrong directory and nova is looking for it in another directory

What does "failed to run" mean?  What sort of errors do you see in the
nova compute log (possibly /var/log/nova/nova-compute.log)?  Have you
verified that Docker is working correctly on these systems?
