I was deploying without Ceph for a “proof that it can work” extremely basic deploy. What finally worked for me was to copy the storage-environment.yaml from the templates (to /home/stack), and edit it to remove all Ceph references. Then this command line deploy worked:

openstack overcloud deploy –templates –t 90 –libvirt-type qemu –ntp-service <ip> -e /home/stack/storage-environment.yaml

Hope that helps.

BTW. I only followed the exact instruction as shown in the guide:  (openstack overcloud deploy --templates) No more options. I thought this is good for a demo deployment. If not sufficient, which one I should follow? See some of your discussions, but not very clear. Should I follow the example from jliberma@redhat.com?
