Sorry one correction..  This will allow you to use a RHEL based undercloud.  The publicly posted overcloud images are all CentOS.
You can use the openstack commands to build the overcloud images, or use the tripleo-quickstart build role [2].  One can also find RDO on RHEL images internally at Red Hat.
