i discovered this issue by copy and pasting from the documentation. i dont think that yum cannot follow links. it was telling me the rpm did not exist

thats missing from the website. so you cant even install and upgrade

what course of action does this require? restore the rpm file or update the docs to use rdo-release-liberty-2.rpm?
