/etc/neutron/neutron.conf  already has 

# signing_dir = $state_path/keystone-signing
auth_uri=http://192.168.1.145:5000/

and I am still experiencing this problem. It looks like repeating 

# service qpidd restart

gives neutron option to reconnect to AMQP server
