Proposal to address tripleo check gates in an effort to effectively reduce debug state we are constantly in:
- check gates (initially non-voting) per project - included in monitoring - will make it easier to trace changes breaking tripleo
- catch the changes closer to submit
- jobs are failing undercloud deploy - possible first stage test for all projects is to just run undercloud
- volunteers needed to drive this effort along
