I can launch Cirros and RHEL cloud images just fine, but when I try to launch a Windows server 2012 image I created following the image guide exactly, the instantiation fails out like so:

Seems odd for it to raise an oslo heartbeat timeout - I'm not getting any other timeouts on the management network whatsoever. 

Anyone see this before?
