1. is this documentation describing how to use the stable packages?  -> https://repos.fedorapeople.org/repos/openstack-m/docs/master/environments/virtual.html

2. the error is below. pls note that i am only providing the error because i was asked repeatedly. the error is at this moment a very low priority for me.

i want to know if there is a stable repo vs a testing repo (CI?) whether the documentation is pointing to the stable repo. and most importantly, is it stable enough to set up a POC? and if the POC succeeds will it be stable enough to go to production with?

What errors are you getting and which repo are you using? I see there's a BZ[1] filed regarding the rdo_management promote job but using the current-passed-ci repo should work fine.
