When i ask RDO to configure and install tempest it needs to install dependencies like testtools, fixtures, mock, oslotest module i presumed

But all the tests fail because none of these modules are installed by RDO

I followed the instructions here to try to get tempest working and it does not work

Because the tempest installation does not install these modules
