Thanks for the pointer. Indeed, the options are still using Quantum,
apparently.
os-quantum-install is defined in

Ah well, some digging brought up the shocking (but rather unsurprising) truth. The Packstack version in F19 is quite old and doesn't include any Quantum support yet. Try the version from updates-testing and everything will be there.

F19 stable:
openstack-packstack-2013.1.1-0.3.dev527.fc19.noarch
EL6/RDO:
openstack-packstack-2013.1.1-0.20.dev642.el6.noarch
F19 updates-testing:
openstack-packstack-2013.1.1-0.21.dev651.fc19.noarch

Packstack not being (up-)karma-ed in Fedora has been a problem for ages already. Fedora Packstack users should finally get involved in Fedora QA. Or if someone in the RDO team does actually test Packstack in Fedora, they should remember giving karma.
