Per your answer file :-

CONFIG_CONTROLLER_HOST=172.17.14.100
CONFIG_COMPUTE_HOSTS=172.17.14.100
CONFIG_NETWORK_HOSTS=172.17.14.100

You would better run :-
# packstack --allinone

it will generate answer file automatically, then you will be able to compare.
Your host should have static IP and Internet access.

systemctl stop NetworkManager
systemctl disable NetworkManager
systemctl enable network
reboot
yum install http://rdoproject.org/repos/openstack-kilo/rdo-testing-kilo.rpm
yum -y update
yum install -y openstack-packstack python-netaddr
packstack --gen-answer-file=answer.txt
vi answer.txt
...
setenforce 0
packstack --answer-file=/root/answer.txt

rpm -q openstack-dashboard
openstack-dashboard-2015.1.0-2.el7.noarch
