The RDO answers_file has a config parameter as follow

# Set to 'y' if you would like Packstack to install OpenStack

# Orchestration (Heat)

CONFIG_HEAT_INSTALL=n

Even if this is set to n heat seems to have installed and i can run the heat CLIs

What actually is this parameter intended for?
