That link is for the F19 image, which seems to work fine.

But swapping out F19 for F18 with:

does appear to be broken.

I'm sorry, that's the URL I meant - the 18 one on http://openstack.redhat.com/Image_resources not the 19.

Anybody have 18 images somewhere else?
