I've been building with  https://repos.fedorapeople.org/repos/openstack/openstack-icehouse/rdo-release-icehouse-4.noarch.rpm on CentOS 6.5 that did a yum update to 6.6 after packstack just fine.

BTW, this link https://rdo.fedorapeople.org/rdo-release.rpm is pointing to the
last RDO release, Juno-1 and this version is not supported on RHEL6.x/CentOS6.x.

So it would be better to install the rdo icehouse rpm release you can find
here [1]:
