Several folks have been hitting this.
You most likely have a version of the rpm jq on the box that is not compatible with rdo-manager
yum remove jq on the baremetal virtual host, clean up any other install artifacts and restart.

Any ideas? I don't know which file causes this parse error, it's not the instack-virt-setup.
