We are trying to figure out the issue with the missing bgp dragent.
We found: https://bugzilla.redhat.com/show_bug.cgi?id=1421701
That pointed us to https://github.com/openstack/neutron-dynamic-routing/tree/stable/ocata and we ran "python setup.py bdist_rpm" to generate the rpm.
After cross comparing, we noticed the service file (/usr/lib/systemd/system/neutron-bgp-dragent.service) was missing, compared to http://cbs.centos.org/koji/rpminfo?rpmID=95576  ...
So, the migration to this new repo seems right, but it doesn't include the service file?
