This is what I used the last time:

parameter_defaults:
IronicEnabledDrivers:
- pxe_ssh
- pxe_ipmitool
IronicCleaningDiskErase: 'metadata'
ControllerExtraConfig:
ironic::drivers::ssh::libvirt_uri: 'qemu:///session'
NovaSchedulerDefaultFilters:
- RetryFilter
- AggregateInstanceExtraSpecsFilter
- AvailabilityZoneFilter
- RamFilter
- DiskFilter
- ComputeFilter
- ComputeCapabilitiesFilter
- ImagePropertiesFilter
ControllerCount: 3
ComputeCount: 1
OvercloudControlFlavor: control
OvercloudComputeFlavor: compute
NtpServer: 'pool.ntp.org'

This does not include ironic::conductor::cleaning_network_uuid, which has to be
set later. As you see, it assumes HA configuration, and using hybrid BM-VM. It
can be used for both virtual and non-virtual environments. Also note that
setting ironic::drivers::ssh::libvirt_uri is because I used tripleo-quickstart.
Remove it for instack-virt-setup.

Overall, I would recommend you start with an easier configuration:

parameter_defaults:
IronicEnabledDrivers:
- pxe_ssh
- pxe_ipmitool
IronicCleaningDiskErase: 'metadata'
ControllerCount: 1
ComputeCount: 0
OvercloudControlFlavor: control
NtpServer: 'pool.ntp.org'
