I've raised an upstream bug[1] so we can improve the error message, and<br>
possibly the user-guide documentation[2] and official heat example<br>
templates[3]<br>

Parameter groups are documented in the HOT spec[4], but it seems like we<br>
can improve things elsewhere.<br>
